The SOI provides guidance for individual proposals involving jurisdictional changes, and is intended to encourage efficient provision of organized community services and prevent duplication of service delivery. Territory must be within the City's sphere in order to be annexed. Periodically, the sphere may be amended, but is required to be updated by LAFCO every 5 years.

Description: This point feature class identifies the approximate locations of network structures in the existing City of Oceanside's water collection system owned, operated, and maintained by the Water Utilities Department and private water collection pipe lines that connect into the City's system. All feature locations and attributes are maintained by the Water Utilities- Geographic Information System (GIS) division and are derived from input from the City field crew as well as various engineering and construction exhibits (e.g. As Built, Development Drawings, Subdivision Drawings, etc.). The City of Oceanside has no maintenance responsibility for private sanitary sewer lines. These nodes are for the use of geometric networks for the water collection system.
